It covers all the principles of planning and implementing the internal and external quality assurance and accreditation processes of the university's education, research and social contribution activities and administrative services.
All the quality-related objectives and stewardship of an organization as formally expressed by top management. The quality policy is consistent with the overall policy of the organization and provides a framework for setting quality objectives.
(1) In line with the strategic plan and objectives of the University, evaluating and improving the quality of education, research and social contribution activities and administrative services, establishing the internal and external quality assurance system of the University, determining the institutional indicators, and the studies to be carried out in this context are determined by the Higher Education Quality Board. to carry out these works in line with the procedures and principles and to submit these studies to the approval of the Senate,

(2) To carry out internal evaluation studies, to prepare the annual institutional evaluation report containing the results of institutional evaluation and quality improvement studies and to submit it to the Senate, to share the approved annual institutional evaluation report with the public on the internet, in a way that can be accessed from the University's home page,

(3) To make the necessary preparations in the external evaluation process, to provide all kinds of support to the Higher Education Quality Board and external evaluation institutions.
(1) To support the establishment of Unit Quality Commissions and the determination of their working principles,

(2) To monitor the activities of the Unit Quality Commissions,

(3) To support the periodic monitoring of the measurable targets of the universities and academic units in the Strategic Plan and the performance indicators related to these targets,

(4) To support the determination of the targets and performance indicators for the new Strategic Plan to be prepared by the university and academic units,

(5) To support the evaluation of education-training, research-development, social contribution and administrative services and to improve quality in line with the University's objectives in its Strategic Plan,

(6) To support the establishment of the university's internal and external quality assurance system,

(7) To support the Quality Commission or Unit Quality Commissions in carrying out the necessary studies in line with the procedures and principles determined by this Directive and the decisions of the Quality Commission.
In order to create the mission and vision for the future within the scope of development plans, programs, relevant legislation and the basic principles of university has adopted, to determine strategic goals and measurable targets, to measure their performance in line with the pre-determined indicators, and to monitor and evaluate this process, prepare a strategic plan and related performance indicators with participatory methods. It is a continuous monitoring process.
It is the repeated activities to increase the performance of the systems and processes in line with certain targets.
 

What is the Higher Education Quality Board (YÖKAK) and What are its Duties?

Turkish Higher Education Quality Council (THEQC) was founded as part of the 'Higher Education Quality Assurance Regulation' that entered in force upon its publication in the Official Gazette No. 29423 of 23 July 2015. The Council was reorganized according to the Additional Article No. 35 added to the Law No. 2547 on Higher Education following the enactment of the Law No. 7033 on Amendment of Certain Laws and Executive Orders for the Development of Industrial Zones and Subsidization of Production on 1 July 2017.

The THEQC is a public legal entity with administrative and financial autonomy and special budget founded with the aim of evaluating the quality levels of higher education institutions’ education and research activities and administrative services in accordance with the national and international quality standards, and coordinating the processes of accreditation, internal and external quality assurance, and authorization of independent external evaluation organizations.
The THEQC comprises:
  • Three members elected by the Council of Higher Education General Board,
  • Three members elected by the Inter-University Council,
  • One member elected by the Ministry of National Education,
  • One member representing the Vocational Qualification Institution,
  • One member representing the Turkish Accreditation Agency,
  • One member representing the Scientific and Technological Research Council of Turkey,
  • One member representing the Health Institutes of Turkey,
  • One member representing the Union of Chambers and Commodity Exchanges of Turkey,
  • One student representative,
with thirteen members in total.
The following constitutes the primary duties of the THEQC:
  • Performing external evaluation of higher education institutions,
  • Coordinating the authorization and recognition processes of accreditation agencies,
  • Ensuring the internalization and dissemination of quality assurance culture in higher education institutions.
It is the evaluation of educational, research and social contribution activities and administrative services, and  institutional quality improvement works by the Quality Commission.
1) The University prepares a strategic plan and an annual internal evaluation report integrated with the performance program and annual report, covering all of its educational, research and social contribution activities and administrative services.

2) The university completes it by the end of April every year and the data is recorded in the Quality Assurance Management Information System.
It is the qualitative and quantitative evaluation of research-development and social contribution activities as well as education-teaching processes by the head of department, sub-department / art major with the participation of internal and external stakeholders in order to monitor and update the programs.
The program is the qualitative and quantitative evaluation by peers of the realization level of the planning, implementation, monitoring and improvement cycle in the education-teaching, research-development and social contribution processes of the program, taking into account self-evaluation.
The Institutional External Evaluation Program organized by the THEQC aims to evaluate the procedures related to education and research-development activities and administrative systems of higher education institutions within the scope of the Institutional External Evaluation Criteria. Higher education institutions are required to take part in the Program at least once every five years. Higher education institutions annually submit self-evaluation reports as part of the Program. After the institutions to be included in the Program are determined, the evaluation teams that will carry out the evaluation process are assigned following the selection of the team members from the evaluator pool. Throughout the Program, the team pays one pre-visit and one site visit to the evaluated institution. Following the visits, each evaluation team pens an Institutional Feedback Report, which is made publicly available by the THEQC.
It refers to the evaluation and external quality assurance process that measures whether academic and field-specific standards predetermined by an accreditation body in a particular field are met by a higher education program.
Institutional External Evaluation, unlike accreditation, focuses on the overall evaluation of the institution. In addition, while the external evaluation process is a feedback that evaluates the whole institution, accreditation is a qualification document given within the criteria used by the evaluation institution for the education of the higher education institution.
The Institutional Accreditation Program (IAP) is an external evaluation method that enables the evaluation of quality assurance, learning and teaching, research and development, service to society, and governance system processes of higher education institutions in accordance with the plan-do-check-act cycle.

The IAP is conducted by the evaluation teams assigned by THEQC in compliance with the Institutional External Evaluation and Accreditation Criteria and the Institutional External Evaluation and Accreditation Guide. Annually, THEQC determines the higher education institutions to be included in the IAP and forms the evaluation teams in view of the structures of the institutions. During the program, the teams pay two visits (pre-visit and site visit) to the institutions. Each team submits an Institutional Accreditation Report (IAR) in the aftermath of their visits and THEQC issues a final decision regarding accreditation by considering the IARs.

THEQC may issue the following decisions as part of the IAP:
  • Full accreditation (Valid for 5 years)
  • Conditional accreditation (Valid for 2 years)
  • Decision of rejection of accreditation
It is a feedback report prepared for institutions that have gone through the external evaluation process, which includes the strengths of the institution and the aspects that are open to development.
